If the mall in question is owned by Westfield, nothing will be done.
The Dead Sea (or whatever name they are using this month) cart/kiosk vendors are worldwide, in malls in the UK and Australia and anywhere Westfield has malls.
Many of the employees (who are all young Israelis, no matter what name they give you) are here without visas or valid passports. I know a lot more (because I researched it extensively online several years ago) but if I posted it, the posts would be removed as "political", so I won't, but if you google "dead sea" + westfield you'll have an interesting read, I guarantee you.
Westfield must have a particular interest in/special relationship with these carts/kiosks and their overly aggressive "salespeople" to allow it to continue after multiple complaints worldwide. If they are in some instances severing ties with these people, no doubt they will be looking for other malls with naive management to settle in.
The ONLY thing they understand? Be just as aggressive BACK. And yes, DO report them to mall management. If I felt I was being continually harrassed I would even notify the police. These are not simply "aggressive salespeople" that are easy to avoid. They are in many cases former military personnel - and act like it.
All you have to do if you doubt this is google it.

Maybe they spoke in a foreign language and she was guessing it was rude.
I don't know what she meant.
That was my thought. One of the guys at a kiosk in our mall has done that to me when I've looked at him, smiled and said no thank you...he then started yelling at me in a foreign language. I can only assume it wasn't flattering or he would've said it in English. :-)
Although in fairness, I had an American appearing and speaking with no accent guy for a solar company completely go off on me in English because I wasn't interested ... so they are all equally rude and obnoxious.

This happened to me once, at an upscale mall I rarely visit. The handsome young man was selling something to polish or buff your nails. He even did one of my hands. It was one of those days and I actually appreciated his attention but I didn't buy anything.

I dreaded going past them. I filled out a complaint form at the mall management office. They must have spoken to this particular vendor because the behavior stopped.
I'd bet serious money that these kiosk vendors employ sales people on a commission-only basis, with no base pay. If they don't sell, they don't eat. Not excusing the bad behavior, but I bet this is what's going on there.
Oh, with some of them, there's a LOT "going on." See my recent post in this thread.

I love shopping around in a good mall but the last few years there are so many " questionable" people hanging around, it is just not the same anymore.

Lately, things have happened that must have people on edge because the mall seems to have been "overtaken" by gang activity, etc.
When walking with DH one day last week, a vendor who typically advances into the walking pathway, approached me aggressively.
I put out my hand, firmly said "no" before this person started handing me a card sprayed with perfume and I shook my head "no" as well as frowning (this was not the first time).
My actions were followed by him saying loudly lots of assumingly rude remarks.
The following day he shouted across the mall at me! I turned and said "I told you NO!"
What is up with this aggressive behavior? It is as if our society's rules of politeness have flown out the window.
Maybe this is indicative of the American way not applying here?
I don't know... my DH filled out a form and reported the incident. What else can a person do?
Are you speaking of those aggressive vendors from Dead Sea Products. They seem to be everywhere. I have had them follow me down the mall to show me what they are selling even though I politely said I am not interested. They usually ask "Miss, may I ask you a question?" I have been answering them "You just did." Aggressive and I read that there have been altercations that others have reported regarding their sales techniques.
I was accosted by a Dead Sea vendor in a mall once who insulted me after I said no, I'm not interested, and then seemed surprised I didn't want to stop and talk about her product. I think she made a comment about my unattractive under eye bags. Yeah, that's going to make me want to buy from you.

I had one of those kiosk venders harrass me one time wanting to put lotion on my hand until I put my hand up and said firmly and loudly, "STOP!"
He actually looked surprised.....no one is getting in my face if I can help it.
I haven't been to the mall in ages ~~~ I've been finding some GREAT deals on eBay ~~~ I'm nearly SET for fall!
