What about this guy don't you get? He's bad news. Check the receipt! If it is dated 08/27/2017, he bought the materials AFTER your husband caught him in the bar. Keep the materials; fire the bar fly. That phone call was yet another red flag.

It boggles my mind that the OP and her husband are actually letting this clown do the job.
Any contract? I doubt it.
If he flakes, I doubt we'll ever hear about it. But that's just me.

I would let him come and waste his time giving me an estimate, then I'd call him in about three weeks and say never mind.
Simply based on principle he'd never do a single other job for me.
We have encountered the same kind of thing. Super good contractors used and so happy with the work, then years later need something else, and they have simply changed and are no longer the least bit responsible. I can't figure it out, but I'll let the place fall down around my ears before I'll pay them with that kind of attitude and performance.

Unless he had a good reason for not showing up the first time, he would have been history. I can’t put up with the stress of unreliable workers.

I'm sure there is no contract, just like they didn't think about getting estimates from a couple of contractors. The guy did the house 14 years ago and there has been some socializing so I think they hounded the guy into doing a job he really didn't want to do. They wouldn't let it go despite the fact that he was blowing them off. Maybe he'll show up, maybe not. I really wouldn't want the man working on my house after all this rigermarole.

@Love my grandkids What a very assuming person you are - f.y.i oh wise one we DID get contract, we DID get estimates from two other builders selected this one as he was available first and knew the house. There was no begging involved in getting the estimates they were gladly given.
You assumptions are very incorrect and very rude maybe you should think a bit before making totally incorrect statements about peoples' intelligence.
Just to put off any more if your fanciful ideas work being done by second builder who gave us estimate, money refunded any comments how I should live my life now?
