This really does happen and there isn't necessarily anything unusual or weird about it.
In fact, I have called the police to report someone. I was the second person in line stopped at a stop sign and when the first car moved through the intersection, I pulled up to the stop signed and stopped. However, the person behind me didn't stop and hit us from behind. I got out of the car to check for damage and the guy backed up, pulled around me, ran through the stop sign and drove off. Fortunately I got his license number. There was just a very small dent on the bumper since he was just starting out when he hit us. I wasn't concerned about the damage but called the police, because first he failed to stop at an accident but more because I was concerned that he might be driving under the influence and actually would hurt someone.
It was a busy intersection and someone else also saw the incident and backed me up with the police. I know the police tracked him down because they followed up with me.

Sounds suspicious to me as well, and if I was your friend I would have made sure to get that officer's name, badge number and the number on his police cruiser. In fact, I think I would have asked him to wait while I called the police station to inquire about the situation. I'd be willing to be that this officer was a friend to someone who got ticked off at your friend. I would not have admitted to anything.
Right. Because antagonizing and accusing the police officer is always the way to go.

I would certainly report someone if they did something crazy or aggressive tome on the road- After all, why does a peace officer have to witness it? I am a person just as they are and am able to determine when someone acts recklessly...
Why does it have to be witnessed? How about because if you are the only witness, it is a he said/she said situation. What you consider dangerous and/or aggressive may not my true legal definition be such. Sometimes the person who thinks they are being the safest driver on the road and complaining bitterly about all the other crazy people is really the problem and cause all the other drivers to react to them!
OK, what if I am assaulted and robbed on the street without a witness? And I call the police to report it-
Isn't THAT just my opinion as well?

Cmon, you ladies have never heard of citizen's arrest?
There are even phone aps and websites that allow easier reporting of dangerous drivers. I know in my state we have a special number we can call to report dangerous drivers/road rage. I only know this because I had to file a report last year when a woman ran me off the road. She was either drunk or totally oblivious to everything and everyone around her. She almost hit someone else too. Anyway, I filed a report and told the police. She shouldn't be driving. And I hope she just didn't say sorry and get away with it, that would surely be ashamed for society.

No but you aren't accusing a specific person in this case. And if you did know who assaulted you and you had no witnesses, a jury would decide whether or not you were telling the truth. The op's friend's situation is different

well, if it were to be prosecuted and go before a jury or judge, they are the triers of fact. they determine the credibility of a witness. it happens in all trials, fro murder to traffic tickets. very few criminals admit guilt, but a lot are convicted based on witness testimony.

yep it is, the complainant wrote down her license# , called the police, they tracked her down, and she admitted guilt..

Need more info about what exactly constitutes "careless driving" according to your friend. To me, as a driver of 58 accident free years, I have my own definitions of driving/moving violations, and "careless" is not one of them. Only had 2 moving violations and they were when I was 16 years old and both for going over the speed limit. Once was 40 in a 35mph zone and the other for going 53 in a 50mph zone. I think it was because me car looked like what a teen would drive back "in the day".
Dangerous? Yes. Illegal? Yes. Reckless? Yes.
Careless? Nope.
