They are not available in the QVC app, which is only a point of sale site. To use the forums on an iPad or iPhone, enter "community.qvc.com" in your browser address bar. Once the page opens, tap on the icon that's a blue outline of a box with an arrow pointing out of the top. That lets you share a web page or save a web page to favorites. Tap the "Add to Home Screen" icon (a grey and white plus sign) and it will add a QVC.com icon to your screen. After that, you can just click that icon to get straight to the forums.
