May-be the sound of the lawn mower bothers him and that is why he goes inside.

Maybe you could break him of the habit if you popped your head out the front door at that hour and said hello.  He might be surprised that someone knows what he's doing. 

 

If for some reason he is up to no good, it would also let him know that others are awake and alert, too, at that hour.


Pray tell, what "no good" is he up to?  He's not on her property, seemingly not carrying a weapon, peeking in her wondow, burying a body on the lawn,  or picking the lock on her front door.

My son was a 911 dispatcher for years on the overnight shift and he would tell me of calls he would get from residents at all hours of the night reporting suspicious people in their neighborhoods.  Oftentimes the "suspcious" person would be coming home from work or some other personal business.  Many of the calls would get to the point that they are "profiling" certain groups of people.   

 

You need to go to bed or find something else to do with yourself.

i find it funny that people have said if he was sitting in a chair on his lawn you would not consider it odd, but that since he is sitting on the ground you consider it odd?

I doubt that any house across the street is that interesting, however my first thought is he is meditating before his day starts. Maybe he then goes in to wake up his wife for work, make her some coffee and breakfast etc.

Another thing...and this is way out there...just sharing ideas:

 

There’s a practice called ‘Grounding’ or ‘Earthing’.

It’s making connection to the energy of the Earth.

Sitting or walking barefoot on grass and sand for a period of time.

Pair that with early, quiet morning..could be rejuvenating.

I don't care what my neighbors are doing, unless they are super loud. In the OP case, the man does not appear to be doing any illegal.

My first thought also was that he could be meditating.  I think that's pretty likely.  He very well may not be staring at anything - or just using it as a focal point.  Whatever he's doing, it seems to be his routine.  Perhaps it calms him.  Perhaps this is how he prepares for his day.

 

Unless he's exhibiting other behaviors that seem to be out of the norm, I don't see any harm in it at all.  Not creepy, and nothing that would cause me concern.
