"The White House has returned its flag to half-staff to honor the late Sen. John McCain after receiving widespread criticism for breaking with precedent and raising it to full-staff this morning. Earlier, the GOP and Dem Senate leaders issued a joint request to the Defense Dept. that all flags under their purview be kept at half-staff until McCain’s burial."

It is the president's decision.
For example, after Ted Kennedy's death president Obama had the flags fly at half staff for 4 days. Until he was interred.
The department of defense has guidelines that can be changed by presidential proclamation.
That was nine years ago and sometimes it feels like a lifetime ago. Sadly I don't think this back and forth with the flag would have surprised Sen McCain. I'm sure it's one of the reasons he made the decisions he did.

@mstyrion2 i think U S Code outlines the day and a half, but it can be extended. but Sen Kennedy did not lie in state, did he? now that is a high honor imo.

@sunshine45 what was this quoted from. i ask because the US Code states what is usually done which is what was done. the decision can be made to extend days or whatever. so what precedent is your source quoting? pls share.

Indeed it is a high honor. That's a distinction without a difference, though IMO.
The issue was whether there is an unshakable rule about flying the flag at half staff. I answered that question.
