Clinically there is a big difference between someone who has an impulse but does not act on it versus someone who does act on it. Specifically with regard to pedophilia, there has been very little success treating individuals who have acted on the impulse.

Yes. Treating. Jail of course. treating because you don't want the behavior repeated. My point is there has not been much success eliminating the impulse to act out on the behavior with pedophiles who have already acted out on the impulse in an illegal manner. Drugs, cognitive behavioral therapy etc. none of it has worked very well.
