Not that I am aware of.  That has always been the day for school parties as I remember.  Growing up, one of the "perks" of going to a parochial school was getting the day after Halloween off for "All Saints Day".

I've heard in some areas, certain religious groups object to Halloween festivities, parties, costumes in schools.  Perhaps they're closing to avoid the controversy?  If parents keep their kids home, the schools lose funding so they might as well close for the day.

My child's district isn't off for Veterans Day.  They have election day off though.

In my school district it's a teacher in-service day.

@SharkE  No day off for Easter in our school system as it falls on a Sunday and they are already off.

Halloween is not a holiday.

When I was a kid, Easter was never a holiday (Sunday) and Easter week only off if it happened to coincide with spring break.
