I would contact the landlord and tell him/her that if they don't get it plowed you will pay to have it plowed and deduct it from your rent.

I am confused -- are you saying that the snow plower has to wait for the landlord to pay him? Is the plower paid before he plows? Or does he owe him back pay? And what does the power have to do with the snow plowing? Did I miss something?

So how do I handle this ?My goodness I really have errands to do
Only having 1 hand, shoveling myself would be difficult
Not sure if it's the errand-running that's worse or you not getting to your jobs. ???
Where there is a will, there's a way.
Call a taxi or uber.

@Lucky Charm Please consider the fact that she can't get to work to earn her salary because the landlord hasn't paid to have the snow plowed.
MAYBE a cab or uber isn't in her budget. It's so easy for others to say this.
@Luvsmyfam FYI. Tell him you are withholding rent because it's his breach of the lease that you can't get to work. Keep DETAILED notes on all of this.
You might also call the city and report that he is in breach and you are unable to get to work.

When we rented & the landlord did stuff like that we fixed it ourself. When we paid the rent we mailed a check minus the cost of repair along with the copies of the receipts.
I would see if I could find someone to take care of it so you can get to work.

Time to dump the shady landlord.
It's called "constructive eviction". The landlord withholds services to get you to move to avoid the costs of going to court. You can now give him 30 days notice with your new lease.
Sounds like what he's hoping you'll do.

She cannot withhold rent as that is violation of the rental agreement and could lead to her being evicted.
