My mistake  , 1/4 teaspoon of garlic salt would be fine . 

Also with the can tomatoes . I have put the mixture in the blender . I would not use the full can , maybe 1/4  to 1/2 cup and it will work fine. I will say that chicken broth makes the Spanish rice much richer in flavor .

1 lb ground meat

1 diced green pepper

1 diced onion

1 can tomato soup

1 can of minute rice (using soup can)

1 can of water (using soup can)

salt and pepper

 

Brown beef and add other ingredients.  Simmer until rice is cooked.

My Spanish rice has ground beef, onion, green pepper.  Sautee together, add diced tomatoes and salsa (optional, but I usually have a restaurant jar of Chi-Chi's salsa around.)  I use Uncle Ben's converted rice cooked separately.  That's under a new name.
