The first picture looks nice. Second one looks sloppy. I'm OK with the look if it's put together properly and neatly. It all depends on the fit.

to me the tucking improves the look

I used to go out of my way to avoid that look, even going back to change what I was wearing before dashing over to the local grocery for a single item.
But it looks ok with the trimmer fit of leggings and jeggings as long as the underlayer isn't too long.
In your OP photo, his looks proportionally ok, while her flannel is way too long for her jacket.
I think balancing the proportions is key to making this look good.

It is a nice casual look. However, I do not like the flair blouse underneath the jacket, I would prefer a straight lined top underneath. I also feel there is a time and place to wear such a look since it is very casual.

This has been done for years now. I remember when it first started, I hated it. LOL
I think it looks good in some cases and in others it looks bad. I don't like either look in the opening post. To me, the proportion is off with the white shirt and jean jacket and that shirt is the wrong type of shirt to wear under that jacket.
In the picture of the woman wearing the red, I really hate the look of the outfit with the top tucked in and the jacket shorter.
