My laptop says in the bottom right corner that my internet service is ''strong'' - yet I am having a slow time loading videos, websites or even staying online on Facebook. HughsNet checked and says my signal is 'strong' on their end but something is certainly amiss. I have 2 laptops that are synchronized but I don't use but one at the time. Would dumping my 'history', cashe, cookies help my laptops work faster? Help please.

You should be dumping your history, cache and cookies as part of your maintenance. How long ago did you clean those things out? It sounds like you have something else going on.
How is your other laptop running?
There are a number of things that can slow your computer.
Turn your computer off, then on again. For some reason, doing that solves some problems.
You may have malware. Check that first because they are notorious for causing your problems. Try some of the stand-alones like Malwarebytes, Superantispyware, Microsoft's Malicious Antispyware. They are free downloads that don't interfere with your installed anti-spyware program always running in the background. I'd run your installed anti-malware and the three above. Do full scans.
I can only help you with Microsoft. Did you recently have an update? If so, restore your computer to the date before the update to see if that helps.
There are other things that can cause your problems. Search the internet to find out how to fix them. Microsoft has a list.

Clear cookies and browsing history plus do a Disk Cleanup and then restart your device.

Since you're getting a strong signal already I doubt resetting your router would help with the problem but you can still try resetting your router anyway and that will help improve its overall performance. Resetting a router is important in any case b/c that helps clear out the junk data which accumulates inside a router over time which can lead to other issues (including security ones as well) and resetting a router will update the router's internal software which will help improve speed and security. Resetting is easy. Just unplug the router power cord from the electrical wall outlet, wait about 15 sec and then plug it back into the electrical wall outlet. Reboot time varies but generally it takes just a few minutes.
I reboot my router at least once weekly.

@sarahpanda Are you on wi-fi? Try hooking your laptop to the modem/router directly, and check again for your speeds. Just go to speedtest dot net and make sure you choose the correct internet provider.
Also, depending on how old your computer is, sometimes that could make a huge difference too.

I believe you are having a service related problem. When you contact customer service again ask to speak with the next level tech support person.

@sarahpanda, do you have other devices using your wifi, like Alexa, smartphone, smart plugs, etc.?
Do you have a dual band router?
If you have a dual band router and also have other devices using wifi try assigning your laptop(s) to the 5 GHz band and leave the rest on the 2.4 GHz band.
