This sounds so familiar, we just had a service call.  The tech came in and replaced wiring thru the wall, it degrades with time.  It went off and on all day long, it's fixed now.

In all likelihood what you're seeing on the bottom right is your WiFi signal strength. You can have a great WiFi signal and horrible Internet speed. You'll want to run a speed test (or multiple speed tests at various times) to see what kind of Internet speed you're getting. 

 

Think of it like plumbing. The WiFi is the pipe and the Internet is the water. Your device is saying you've got a great pipe (WiFi connection) and you probably do, but you may only be getting a trickle of water (data in this case) through it. Satellite Internet like Hughesnet is very prone to slow data flow, especially at peak use hours. 

 

Do speed tests at various times and record your results. Odds are you're not getting the speed you're paying for. (And ISPs always say, "up to" a certain speed. They never say you'll get at least this speed.)
