Yes, @PA Mom-mom  -- vocal fry is an affectation that has been around for a good 15-20 years now.  It started with young women artificially lowering their voices into an unnatural, gravelly range that would often trail off into the "fading" you mentioned (sometimes resulting in permanently damaged vocal cords).  A number of linguist-psychologists have ascribed its use to a desire to sound more authoritative after "uptalking" (Valley Girl-speak) began pervading the culture in the early 90s.  Uptalking is a different vocal affectation, in which words are spoken in sing-song fashion and every declarative sentence sounds like a question, making the speaker come off like a tentative twit. Both are herd-mentality speech styles.  Vocal fry seems to have declined a bit in the last few years, but uptalking is still widespread -- so much so that even many men have adopted it, consciously or unconsciously.

Is it when they drop their voice at the end of a sentence? THAT drives me crazy. I don't have the best hearing, even with aids, and I miss the last part of what they're saying.
