Protect who? There are millions of people here who are not citizens. They work here  and pay taxes here. Are we supposed to not let them drive?  Massachusetts has many elite universities and hospitals. Students and researchers come from all over the world to study and work. Is that the "them" you are talking about?

I was just about to comment on that.  I read it at least 3 times, trying to understand.  In MA only a passport is needed in order to drive?  How could that be possible?  I did some quick research, and foundSo nothing to support this.

So then when tourists from other countries visit they are required to obtain a driver's license to drive a rented vehicle here?  Really, didn't know that.

People who drive in the U.S. must have a valid driver's license. Some states require an International Driving Permit (IDP) from foreign nationals, in addition to a valid license from your own country. Contact the motor vehicle department of each state you will drive in for its requirements.  

Short-Term Visitors

If you intend on getting an IDP, you must do so in advance of your travel:

• The United States does not issue IDPs to foreign visitors. To get an IDP, contact the motor vehicle department of the country that issued your driver's license.
• If you want to rent a car, you may need both your license and an IDP. Find out the rental company's policies and other requirements in advance.

when relatives visit us from other countries they often rent a car and they can do that with their own drivers license from their country or sometimes  an international drivers license issued by their country.

@It is a law here too but it doesn’t seem to be enforced..my dh was hit on two separate occasions by uninsured drivers and the police allowed them to drive away...in Canada they would tow your vehicle unless there was a licensed insured driver with you to drive the vehicle.We buy insurance to cover uninsured motorists but what I don’t understand is why my insurance would have to cover an uninsured motorist if the accident was my fault....they are driving illegally.

@dex  We have to have an inspection sticker in the window and it has to be the proper color for the year it is due. If no sticker or the wrong color, police can spot it driving by and will stop you and ask to see your paperwork.

Generally, at least in Ohio, insurance follows the vehicle, not the driver.  It's very possible someone without a license could be driving an insured vehicle.

Massachusetts prohibits driving without a valid license, whether revoked, suspended, or never issued.
