Just my thoughts...she was hiding something in the trashbag that she did not want seen in her trash and thus decided that your trash reciptical looked avaialble and thus chose to toss in there.  Who knows what that or those items might be...maybe cigarates, alcohol, lingerie, pictures....you don't care.  Just friendly mention to the other person in the household other than her the next time you see that person outside and don't make a deal of it when mentoning to the other member of the household.  I bet she will not do it again...she does not want someone in her home to know that she is throwing something in someone else's garbage reather than theirs and thus they will ask questions.

In today's world with all of the crime, I would not confront anyone,your house could be spray painted,shot at or pets poisoned.  If you do not like this person, It is your privilege.  I once had a neighbor I didn't speak to or waive at for 15 years.  She was a busy body and tried to keep up with everyone's business.  The icing on the cake was she didn't keep up with her own business and out of the blue she found out her spouse had a girlfriend and got a divorce.  Our whole street is glad she's gone.  Fences are the best neighbors and if you have an expensive HOA like I do, let them solve problems, that's what you pay for.

I would be annoyed if someone dumped something heavy, for example, into my trash can and I was not able to carry it to the curb (or I could not close the lid when I added my trash).  Once it's on the curb, I would rather have all neighborhood trash in a can rather than in bags (or loose) on the sidewalk or in the street, where animals or weather might impact it. 

 

Personally, I would let it go.


Guess it is ok to take the trash cans out to the street in you pj's but not talk to the neighbor.


@CrazyDaisy, I don't think that the OP mentioned taking her trash out that morning.

If her putting her trash in your receptable is bothersome.  Ask her not to do it without first asking.

I think that is really stringent to issue tickets if the trash bin is not picked up by 9:00 a.m. on trash day. Before Covid, I worked Monday - Friday in the office. My pickup day is on Friday, however I would not return home from work until after 6:00 p.m.

 

It does not matter now, since Friday is now one of my telecommute days, so I put out my trash on Friday morning. 

 

I guess my question is what if people work or are just not home for some other  reason.
