Because 25% off isn’t a great deal and they are hoping no one realizes that is what the offer is. 

 

I usually ignore this kind of sale but I usually just ignore Kohl’s completely because I rarely find anything I want to buy there. I figure why waste my time looking.

I think that's part of it, subliminal as it is, 50% sounds like more...but also it's to move more inventory in each sale.

I get emails all the time from Walgreen's.  They offer buy 1, get 50% off the 2nd one.  I have taken advantage of that several times.  I order all my medical necessities and other things from them via phone.....get free shipping on any orders over $35.  So, I am happy with that offer.  I take Tylenol Extra strength for pain.....some times 2 or 3 times a day.  Don't want to take pain pills any more because it is so easy to be dependent upon those narco pills.  And my primary doctor doesn't want me to take them any more either.  So I definitely take advantage of the buy 1, 50% off on the next one.....
