I can only speak for my state, we had a similar issue when we lived in our former home. We found out that the street is public property, anyone can park on a city street but vehicles that are not registered; meaning license plates with current stickers can and will be towed. People can't store undriveable cars on public streets.

Since the van is rusting apart, we'll check to see if it's still registered.

I would check with your city...where I live a car can only be parked for a week or two without it being moved or driven. Enforcement will come by and chalk your tires and ticket you after a warning. Can you see if the car has updated registration or inspection? don't know what state you are in but we must have it displayed on our windshield and it has the year on it. It can be considered an abandoned vehicle and towed away if the plates and registration are not current and the vehicle exceeds the parking time on a public street. Good luck with this!

Maybe yes, maybe no. There are different laws everywhere.

The only thing you can do is call the police if it hasn't been moved in 2 or 3 or 4 days. I guess it depends on how long you want to look at it sitting there.
We had a similar situation last year, neighbor across the street took his car off the driveway and decided to park it facing the wrong way about 2 feet from the end of our driveway, right in line with our front door.
After a week of me looking at it it sitting there I finally went over, knocked on the door and told them to move it. They looked at me like I was nuts.
This guy has 5 drivers and 5 cars. They think they can park willy-nilly where ever they want. Thing is if they cleaned the krap out of the carport there would be room for 3 cars on the driveway instead of one and have to park the other 4 in front of everyone elses house but his own.
Last month another neighbor asked him if he thought he was the mayor and owned all the parking on the street. He hasn't parked in front of her house or ours since.

Check with your local authorities. Many towns ban parking a vehicle for more than a day or two without moving it. In others, you can only park on one side of the street on certain days and then vehicles must park on the other side of the street. There is a difference between parking and storage. In some places, you cannot leave any vehicle out at night. Again, it’s all up to local ordinances, planned community HOA restrictions, etc.
