The store that has parking for 'mothers with children' may have considered child safety to be important enough to warrant avoiding any being accidentally struck by drivers entering or exiting.
Most times children listen and obey but other times they run. No mother or child is perfect but perfection is an expectation of some, injured child be darned.

They are not endorsed by law enforcement so I've been known to use them if I need a parking place and they are the only thing left within a decent distance from the store.
