You have to heat it. Use a blow dryer to heat the sticker and that will cause the sticky adhesive to give way enough to remove the sticker. After most of the sticker is removed then there might be some adhesive left on your bumper so you will have to remove that with Goo Gone, WD-40 or whatever you have. The hard part is getting that sticker to come off so that you can get to the sticky adhesive under it.

if you cant get it off safely by yourself you should let a body shop handle it. hopefully it wont be an expensive big deal.

As a last resort cover it up with a bumper sticker you prefer because honestly how much longer can you drive this very old car?

Since this old sticker is on a painted surface of your car, you need to seek help from a mechanic who has dealt with this before.  

 

That sticker has bonded to the paint by now, so you risk damage, which you do not want if you can help it.  Also, if the sticker can be removed safely, there will be a noticeable difference in paint color in that spot on your car.  So are you really any better off to remove it?

Try heating the sticker up with a hair dryer and pealing it off

Try Goo Gone.  It removes adhesive and goo.  I used it to remove stickers that were all over an old glass and metal table. Worked beautifully.  I bought it from Amazon.

My go-to adhesive remover is acetone.  I keep a small pint can on hand at all times.  I've never found an adhesive it won't remove.
