I'm very sorry about your late neighbor, that's very sad.
We live in a rural community, in our development, we have at least one acre lots..close enough but nit too close. I know each and every neighbor, what they drive, their children's name and ages etc. We help one another as well as look out for one another.
The OP posted, "what ifs", speculation and questioning the neighborhood kids. The OP didn't post about any alleged illegal activities , so what's wrong?

It isn't necessarily funny at all. If you live in a townhome, there is an association and rules. The rules will state how a home can be rented to others. These neighbors may or may not be compliant with the association rules and who they have living in their townhome.
I don't find it funny at all, having been through a situation in my life like it once. It's a long story, but some similarities to this. The neighbor with the small kids finally had to leave due to all the neighbor complaints.
Contact somone in your townhome association if they are annoying. They can look into whether it's a legal rental under the rules. Good luck.

In the beginning...
..we had a neighbor stating that she thought the new neighbors (family of five) did not work and the children did not attend school. But she asked the neighborhood children if the new neighbors went to school - and they told her they were home schooled. So, either the children she questioned speak Korean, someone in the house speaks English. How does she know if the parents don't work. Is he at her window 24/7 or have a camera aimed at there house? She also posted about an annoying group of seve who had left and there not being any furniture in the house. Nothing about the new family.

This is a case of darn if you do darn if you don't. If for some reason you report it you are the nosey neighbor. If something shady is going on and the children are getting no education it will be why didn't you speak up.

Another possibility is perhaps the neighbor belongs to a church who sponsors newly arrived immigrant families, and she offers her home as a safe place to stay until the new family gets a more permanent living arrangement. Perhaps they are staying with her while they get used to the new country they are in, and need time to learn English and our customs before they are ready to get a job or start public school. If they can't speak English, it would be very difficult for the father to get a job and difficult for the children to assimilate in a public school.
If I were in the OP's position, I would let the neighbor know about the noises and ask them to be more quiet as they may not even be aware that she can hear them. I would also check into whether the neighbor is violating any occupancy rules, and then let whoever is in charge of that handle it.
But other than that, I'd mind my own business unless or until I had probable cause to suspect that any criminal activity is going on. I wouldn't want to cause unnecessary trouble for anyone who could be perfectly innocent of any wrongdoing.
