I have an actual Paypal credit card, issued by Mastercard.

yes, they actually have two types of actual credit cards that you can apply for....one is a cash back, one is called an extras card with rewards.

they are both issued by synchrony bank which does report to credit reporting agencies.

"paypal credit" is different from those.
