Do you belong to the app Next Door? It is a great way to monitor issues like this that are happening on your street or area. It was smart to call 911. The police may already be aware of her but if not, she is now on their radar. Unfortunately, moving away doesn’t guarantee you won’t encounter the same thing.

You mis-read what I said.
I was inside my house, when I heard a woman screaming and yelling and cussing.
I went to my back door, and peaked out of my window, and saw that she was in the alley that runs behind my house.
From my house, I called 9-1-1, and asked for the police to do a drive-by.
I was never in my car.
I'm not stupid.
My safety comes FIRST.
That's why I hid inside of my house as I made the 9-1-1 call.
I don't want the person to know that I called the cops, and possibly retaliate against me.

Just in case do you have anything in your house that you can use for self defense? Many of my friends and family members are taking gun lessons and are about to buy guns for protection. I am thinking seriously about it.

I have never experienced something like that in any part of the country I lived. I don't doubt it happens but certainly not in all areas of the country.

I do not have any meth addicts walking around, but I do live in a very big city, and crime can happen anywhere.
Safeguards:
DOGS--with big loud scary barks, who will patrol and guard their yard, who are faster than any human and hunt together like a wolf pack, and who will take a fit if someone tries to enter the property...
Motion detector SPOTLIGHT, with bright blinding lights...
House ALARM system, so loud it hurts the ears, and will automatically call police...
Many of my neighbors have security videocameras posted around their homes as well...

@Love my grandkids Doesn't happen in my neighborhood...so no it's NOT all over and one can move to a safe area. One can also look up crime statistics in each town and neighborhood in the country.

Dogs solve this problem. We had an old empty house on the property next door years ago and all I had to do if I heard intruders over the fence was yell LOUD "Honey.... let the dogs out!!!!!". Problem runs every time. Only Silky Terriers barking their little fool heads off (big fun) but they sound REAL mean and bitey. Always works if I hear something funny.
