Hav you spoken with eBay?
They will help you.
Their guarantee is to always protect you.

The postal clerk could have put the key in the wrong mailbox and someone else helped them self to your package. It's not necessarily still. In the post office.

Told my story before. I made a purchase on Ebay. Tracking said it was delivered but I did not receive it. Seller told me too bad, check with Post Office. End result - my loss and no further Ebay purchases - their loss!

That's good that you have contacted the seller. Now just file a claim with PayPal. All you have to do is fill out a short simple explanation on line. The process is very self-explanatory...step by step, easy. I've done it before. It takes a couple of weeks to get your money back . Start by clicking drop down "actions" on far right of the order listing. From there you will be able to choose an option that says you did not receive the item.

Thanks SilleeMe, so sweet of you to comment. Too late for me now though. Live and learn.

From what I understand, it's the seller's responsibility to insure the item for the full value. Therefore, I believe you will get reimbursed the full amount if USPS cannot locate the purse.
Further, USPS has acknowledged that they did not follow protocol and that you did not actually receive the purse even if tracking says 'delivered'. Get all this in writing in either an email or in a letter etc. With this you can prove that the item was not received. Send the seller a copy so she can put in a claim as needed.
However, I believe that USPS will ultimately find the purse. If not, they have a thief on their hands or they placed the package in another locker and another postal customer got the package. Either way, they will need to do an investigation and I strongly suggest you demand one.
I know the names of several supervisors at my post office as well as the direct number and I have had them send out workers at 8 pm when a package was supposedly delivered (but not in my box) to come look for it. It was found delivered to the apt building next door. I would of never gotten it if I was not on top of the tracking and had no prior relationship with the supervisor.
I also strongly suggest you no longer ship packages to a P.O. Box after this. Have it shipped to your physical address and miss delivery so that the package must be taken to the post office to be held. This seems a much safer bet; I've never had a package go missing.
Lastly, call eBay to get what transpired on the record. Be cordial in all your communications with the seller. If you must, open a case against the seller if she doesn't cooperate but only after speaking to eBay and trying to resolve it. From all the info you provided, I'm confident you will win the case and get fully reimbursed.
I agree except calling ebay.Good luck with that. Post on facebook, and they'll respond. They have buyer protection, but email the seller and open a dispute with paypal.

yes it was insured, but only for $100, and the price was $152.99.

but the seller has the insurance documentation, not me.

@Pitzel That's why you were told the seller has to make the claim. It's her responsibility to get the package to you. If you don't get it, she owes you a full refund. She can make the $100. claim with the post office and eat the rest. It is not too late; if you want your money back, open a case with eBay. They got mine for me and it was a painless process. Just follow the steps on the website. It's really not difficult.

Thank you so much for your help. I emailed the seller exactly what you wrote me and this is what she can back with:
Hi,
true i'm responsible if the item was not showing delivered.
when tracking shows the item been lost i will open a claim and
i will be responsible as a seller to issue a refund.
i can't open a claim with usps because it shows delivered.
even if i open one they would not accept it.
Did you tell the seller that the item shows delivered.
i really would love to help but as long that i shipped the
bag and it shows delivered i have to go by ebay policy and
won't be able to issue a refund.
i hope you understand.
thank you,
