Because they're being conditioned to find everything scary, it's a useful tactic. What I find so scary is what some people are capable of because of that ingrained fear.

I really hate driving. A little meander down a country road, I can handle. But those "country roads" are disappearing.
I travel exactly one mile to get to a very popular shopping center, and every time I have to cross a very busy road I thank my lucky stars I made it to the other side.
Someone the other day just decided they needed to be in my lane and just went without looking! Thank heavens I was quick and braked hard and that the person behind me shifted into the other lane, or I could have been crushed from the side and the rear. I was angry.
Then there are the ones that try to cut in line while waiting at the 4 min red light. Well, my window is down, and I shout "take no prisoners". I am respectful and take my place, and go when the light changes. I don't butt in. If a driver is distracted due to, say, texting, then it's another 4 minute cycle if we don't get throught the light.
Then there are the ones who meander through as if there aren't 15 other cars all trying to get somewhere.
Don't even get me started on my life as a pedestrian. I trust no car to stop at a sign, nor repect the crossing signals. I wear light colored clothing and pay heed to traffic patterns and am not staring at a phone, and I still almost get hit at a certain road crossing often enough that I now simpy avoid it. What gives?

My auto/homeowners insurance company has an app that monitors driving skills, including phone use. I've earned a 20% discount on my next annual premium. I'll take the money over using the phone while driving.

@Tinkrbl44 if me waiting 5 or 10 or even 15 seconds is going to make someone else late because I value my life then maybe they should have left earlier. Sorry, not sorry.

??? Uh, I wasn't criticizing you. I was just curious.
I live in an urban area (Greater Los Angeles) and we have PLENTY of traffic. I have never had to wait for 15 seconds to see if any cars were coming. Since all cars at any intersection are right there in front of you, when the light changes, I find it peculiar that you need up to 15 seconds to figure out if cars at the intersection are moving. No idea what region you live in, but maybe your traffic is different?

That little hand held device rules some peoples lives.
Unless you are emergency personal, a Dr. being paged or carrying a cooler with a body part, put the dam*ed phone down while you are driving.
What did these people do before cell phones and they couldn't be connected to everyone they ever met in their lives? I'll tell you, they waited until they got home or found a pay phone and, gasp, life was fine.
