As I'm reading this, I don't think it's a riddle but a statement 

What has 4 letters
Sometimes has 9 letters
Never has 5 letters

The word "and" should have more accurately been used in the sentence if it is a statement of fact rather than "but", which made the sentence intentionally misleading.
