My sister has unusually dark circles, and is an expert on this subject.  Below is what she has told me, and is not taken from my personal experience.

 

First, she says, the skin cells under her eyes seem to reflect light differently (huh?) so she routinely uses a retinol product to keep the skin super smooth.  

 

Secondly, one concealer is never enough.   Skin tone (not lighter) cream concealer before applying makeup.  Apply makeup and set with finishing powder.  Then, use an opaque concealer like Bare Minerals Bisque tapped on very lightly.   

 

It works for her.

I stopped with the lighter concealer several months ago.  Now I use one the same color as my foundation and use a bit of Tatcha's Pearl OR some Fenty Lavender Powder just under my lower lashes.  I don't like putting powder where my "crinklies" are.  I use a retinol under my eyes.  I used to use concealer before foundation but haven't done that in years and years.

The second concealer she uses, is it lighter than her skin tone?  I don't like putting anymore products under my eyes than I have to and don't have dark circles, just circles Smiley Surprised

Same skin tone on the second concealer.  She uses a flat end brush and gently taps small amounts of the Bisque on the dark circle area.  Works great.
