Thank you so much for your time and patience responding to me and giving me valuable information. I have one question-only certain “stores” work with certain companies. For example you can only access QVC through Rakuten but not Retailmenot? Can you see which stores participate before you join?

@Allthingsgirly67 - you are overthinking this, something I've certainly done in my life. Sign up on Rakutens site. 

when you want to shop, go to their site (Rakuten) and login.  Up in the search bar, put the name of the store you want to shop at and hit enter and Rakuten will take you to that site.  Then, shop as normal.  It doesn't matter if items are full price or on sale. Just shop.

I use TopCashback most of the time. There rebate is much higher than the other sites. You do have to request your money when you see money in Payout but it works for me. Another rebate site is Befrugal. They offer better rebates than Rakuten. You can shop at any store that is listed on their site. Just type in the stores name and the rebate amount will come up.

Another bit of information I learned was I would close all my browsers before I went to the site and then just follow through. This procedure has worked for me. I think you will enjoy getting some money back on each purchase.
