Both.  It depends on the occasion and the outfit.  If you are a jewelry collector like I am, you pull out things based on mood, outfit and occasion.  I might wear a vintage pin from the thirties, or a necklace from the sixties and then wear something new.  It all depends.

I'm 6" tall, and I mostly wear small necklaces at 20", and boy is that length difficult to find as everything is 16-18".  

 

The shorter statement pieces are all over, but long seems to be the rule.  In a prosperous area about 25 miles from me, the standard seems to be 30" or longer regardless of the season.  It's pretty much all you can find in the boutiques.
