I gave up getting pedicures a few years ago for this very reason. I have an autoimmune and can't take any chances. I didn't find them relaxing and when they cut my nails too short they hurt that's when I stopped. I taught myself how to do I myself and I feel so better that I'm 100 per cent safe.

I would tell the manager and yes, they should refund you.
This is isn't often done but nail salons should sterilize instruments using an autoclave and they should use a fresh set with disposable files for each customer. A pipe less chair is better as well.
