I would agree with her explaining that she is not financially well off and would appreciate any financial consideration the dental office would render to her.  I would also let them know that if I pay in cash, I would expect a discount.

I just found out today that dental is included in my plan this year for the first time. There is a co-pay. 

I called to verify and I think the max is 1,000 for the year and they pay for the xrays but that's included in the 1,000.

So now I have to find a dentist that is in network.
