The mousse uses a pump with a built in "foamer". The pump is your problem, not the date on the bottle.
The consistency of the mousse is liquid. It depends on the pump to be converted to its usual white, bubbly foam.
You should have gotten three pumps. Are they all doing this?
Before calling Chaz's CS to request a new pump, try the following:
Run hot water into a dishpan or small sink. Completely submerge the pump sideways (horizontally) in water, and pump several times until water goes through, warming & flushing the inside of the mechanism.
Remove from water, drain it off, wipe it dry, and try it in the mousse again.

also something Chaz had said - “always shake liquids before using them”. When he said that I realized that I might do it some of the time -but now I am mindful to do it all the time.

I've had his pumps fail before, really wish he would improve them for the price of the products. I did however place my mousse into a regualr spray bottle. I got the same results with my hair as I use his mousse daily.

yep. I have a few spare foamer pumps, but in a pinch I've poured WEN mousse into my hand to apply it. Works fine, but prefer a pump! ☺

Hi @grneydgrl . Chaz said some may come out more watery, there's nothing wrong with that. Some are and some aren't. It is however, water consistency in the bottle. When it comes up throught the pump straw it turns foamy because of the thin straw, it's made to come out that way but my Melon Mint one is like that but it WORKS nicely!

The 'straw' tube is thin because the mousse's viscosity is low, and has little resistance to moving up the tube. Denser products need a bigger diameter uptake tube because it's actually vacuum/air pressure that draws product up the tube.
But see that big chamber just above that? That's where all the air is mixed into a small amount of product.
Then the air+mousse mix is pushed through a mesh screen and comes out as foam.
The screen can become plugged or simply have a flaw from manufacturing.
Different screen size produces a denser or more watery foam.
