Hi @beach-mom, I think you made a good call on that one. 
I've been reading this forum for about 10 years now, and the trickiest CC to use (by a very, very long shot) has always been the Lavender CC.
Basic trends I've noted:
* not a lot of baby fine hair -- trust me, and just back away from the LAV CC 
* lots and lots of baby fine hair -- you've got a 50/50 chance of good results... at best
* thick/coarse hair -- you've got a better chance of getting a good result, but a number of Wenners have found that it turned their hair into a frizzy, poofy mess
I think that the culprit is probably the lavender oil itself. I used to think that it was the alcohol or witch hazel... until someone pointed out that the Cucmber Aloe (CA) has those ingredients in it as well and the CA works fine for my hair. -- Years ago, Chaz mentioned that he puts a lot of the lavender extract into his LAV CC so the lavender may well be what is creating the problem.
I have not a lot of baby fine, easily damaged hair and LAV CC is the only CC that I can't use.... and that's the one that Chaz's Product Reccomender always lists as what should be my top/first choice. LOL 
Somehow the LAV CC managest to frizz out my hair while leaving it flat on the top... which seems kind of like a contradiction, but that's what always happens. 
I gift LAV CC to one of my best friends, so every six months or so I try it again... and it never ever works for me (I only use it when I don't need to have my best hair *s*). It's a shame because Chaz uses top quality lavender extract from the south of France which has the best lavender in the world and smells divine. Oh well, it still smells wenderful as a body creme.
