None of what you're espousing is a sound reason for why the Q won't accept Pay Pal @Tinkrbl44. It just doesn't make any sense.
You really didn't understand the Easy Pay example?
Not familiar with HSN's methods so I can't speak to that .... except perhaps they'll take a chance with it to increase sales. However, I'm pretty sure Macys and Nordstroms don't use an easy pay type program. I'm guessing it would increase the potential for fraud ... JMO.
Honestly, I don't really care if they take Paypal or not. If I want to buy something, I have other cards I can use. I see no benefit whatsoever (for me) to them adding Paypal as a payment option.

I dont understand the advantage of Pay Pal. They are an intermediary, right? You set up an account give them a credit card.

1) PayPal keeps your credit card number so you don't have to go splattering the number all over the Internet, which I like.
I was an eBay seller, so here it is:
ebay -- I sell an item; this is two people involved so far (ebay and me)
buyer --- buys an item from me --- how are they going to pay?
PayPal only allowed (I don't take credit cards and you don't know me so you don't want to give me -- or the companies in China your cc info. LOL)
You pay PayPal.
Paypal is not free.
Paypal handles the transaction. THEY charge your credit card ... and charge me (seller) and EBay a percentage.
The PayPal fee is deducted from my account as part of my seller fees.
PayPal credit is a separate entity. It is a credit card just like a Q card or your VISA.
The PayPal fee was perhaps 1% for a sale. (I guess?)

Well, I had to check Paypal's fees, since I couldn't remember ...... and since I currently have 5 active auctions on Ebay for things I'm selling, I should know.
Buying with Paypal is free.
Selling with Paypal is now 2.9% + $.30 per transaction. I wouldn't have known that if my life depended on it!

No, I did not understand your example @Tinkrbl44. I don't get what the easy pay has to do with Pay Pal. Like I said even HSN who offers the same type of payment situation accepts Pay Pal. So....no your answer doesn't make a difference. Thanks anyway. BTW I didn't ask that YOU care.

i use a paypal credit account sometimes on qvc.
it is connected to your paypal account.
once that charge appears, i then use my regular paypal account to pay off the charge.
no interest, no fees for me.
