It's probably redundant to say, but surely it depends on the garment.
It also depends on the quality of cotton (if that's the main fiber we're talking about). A higher quality cotton, such as pima, feels better and moves with you better than the kind of cotton that I've found D&Co or Quacker uses in their tops. Now if those tops have the 5% spandex, then they move, but without, they just kind of lie there.
If there's more spandex, then it may start to feel rubbery, but 5% (to me, anyway) does not. I have two tops from Linea that have 8% and initially I thought they felt like scuba gear, but I found after a while that they were perfect on colder days and kept their shapes very well. Now each one is a favorite.

As far as shrinkage, the quality of the cotton does affect the shrinkage. My LandsEnd clothes never shrunk.
I agree about the spandex, but for a different reason. My experience is that the spandex does NOT have a memory. After a couple hours, my pants are stretched out and riding down. As it is, I'm very short-waisted, and have to fold the waistband over. As the day goes on, I add to the folds.
Most of my t-shirts are LE or Gildan, with both I've had no problem with shrinkage, even tho, after losing 50 lbs., I really tried!
