My Mom used to plump the raisins when she made oatmeal cookies. She would put the raisins in a small pan, put just enough water to cover the raisins, and bring the water to a boil. She would turn the heat off and let the raisins/water sit until the raisins were soft and plump. She would use some of the raisin water by putting baking soda in it. It would fizz and foam and she would add that to her sugar, eggs, etc. She never used a recipe. But, her oatmeal raisin cookies were the best and I've never had any as good as hers. I think the foaming, fizzing mixture made her cookies light and fluffy and the raisins were soft and delicious. Sure wish I would have measured as she made her cookies while she was still with us.
