I am a long-time customer. Free shipping will make a difference to me on whether I buy or not in many cases. If I truly need something, it won't make a difference, but if it is just something I like, shipping costs add up. I also do not like shipping charges per item. Once, I was considering multiple purchases of a gadget for a holiday gift. Adding the shipping costs, it was not worth it. A long time ago, you paid shipping on the first item and half of the shipping on any additional items. 

As for incentives for new customers, other companies do it. My cable company gives new customers a cheaper rate for a year. Long-term customers have to fight for every penny, and with mixed results.
