It's done because they are instructed to do so.

I would guess how often or even if the Q card is to be pushed by a host depends on the producer of each particular show.

@Junebug54 - I've seen other hosts do it.  Perhaps just not when you're watching?  I doubt QVC has tasked Pat D with being the only host to promote the QCard.
