My friend's cat did this.

I'm of the thought - they ALL do this - even the feral that has adopted my back patio (I'm a rowhouse dweller in Philly) - he uses our side yard drain to pee-pee in - and then "wipes" his  paws by the drain...he's clever using an active drain to pee in. it's his toilet of sorts. It cracks me up in fact.

 

My husband and I use the hose in the drain daily to keep it fresh for my beloved feraI (named Matthew).

 

My strictly indoor kiddencat Shadow always wipes the lil rug outside the box...it's funny.
