This goes on a lot. That's why you never turn over a lost let unless there is proof of ownership. Whether they be a marking or a collar or name tag. On our lost dogs page everytime some has a lost dog they always say proof of ownership needed.

Sometimes on our lost page if the fog has a collar on they will take a picture without it. Then thry have to tell the finders what kind they have. There are lots of ways to prove ownership.

@geezerette. We had an incident locally where a dog was taken from the owner's yard. He had a chip, but because he was stolen, unless taken to a vet who would suspect the dog is stolen. There'd be no reason to check the chip. I would love for all dogs to have their chips scanned at each vet visit. Imagine how many lost or stolen dogs could be returned to their rightful owners.

Also, a small dog like that shouldn't be left outside alone. A hawk, eagle, etc., can and will swoop down and get them.

You're right, chips don't protect against every situation.  Some people will do some pretty nasty things.
