What is the problem with Amazon?

I tried to order something pretty simple, a Windex cleaning tool for doing outside widows. I have "lost" mine. Shiping is shown as 3.99, yet when I place the item in the cart, it almost doubles. So I tried another vendor with cheap shipping shown and the shipping was over 9.00 when it hit the cart. What is going on?
