Is the subject pressure cooker comparable to TSV and can Eric's recipes be used in the subject pressure cooker?

I wouldn't select either the CE or the PowerPC. By far the best digital PC available is the Instant Pot (IP). Why? The company makes only pressure cookers and they keep improving the product. The support is excellent from the company - they even respond to customer questions on Amazon about their product. You'll also fin d great info on the IP on the Hip Pressure Cooking site. There are several Facegroup groups for the Instant Pot. The IP has a stainless steel insert, not a non-stick which eventually will peel.
If for whatever reason I didn't choose the Instant Pot, I'd choose the Cook's Essentials though I can't think of a reason I'd choose either the CE or the PowerPC over the Instant Pot.

I own two CE pressure cookers and love them. I use Eric's recipes, merediths and others from the internet.

I 100% agree with Foodie 7, I love my Instant Pot, but one of the main reasons I bought it was #1, the SS inner pot and #2 the great customer support for the product. I'm leary of these informercials products that a year from now there are no replacement parts for, i.e. If you use this PC on a regular basis you will need to replace the silicone gasket, did Eric even mention customer service for that? The non stick pot might be great at the begining, however it will start to degrade and peel. The price difference is about $25.00, Well worth it in my opinion.

You can pretty much use any recipe in any PC although you might have to adjust the quality if it's for an 8 qt and yours is smaller. An 8qt is too big for the average family; I used a 4qt for years. There are thousands of good recipes online.

I think you need to look at reviews. Most are very helpful and some are not if they have
not used the cooker.

Eric said his cook book can be used on any pressure cooker. Just need to adjust to the size.
