Well if people want to get technical the use of the term Bait and Switch was around long before it became a "legal" definition.  (and probably how the legal term got "named"/coined since that is how people referred to it before it became a law.)

Seriously it just basically means that someone has offered you something appealing that you want in the hopes of drawing you in, and then offering you something different (usually less desirable).  It is used in legal sense, in retail, it's also used for political gains, and drawing someone in on the internet to either watch something (and getting presented something totally different), also used in like catfishing (saying you are someone you're not to get someone on the hook - in other words presenting yourself as this person then showing up as another (not even close to the original)).  etc. etc. etc.  -- Man has been doing B&S since the stone age I'm sure.

Yes it has a legal definitiion but also can be used generally in another manner.

In this case I think the person meant that they were drawing her in to watch a kitchen show (appealing to her) and then got shown a cleaning show (something different and less desirable).

The last thing I would ever accuse the host David of doing is making fun or or insulting the South. In fact, I don't think I've ever heard him insult anyone or anything.
