Shipping and handling increase?

I just noticed that the S&H on jewelry items over $100 has increased to $5 rather than the $3.00 they have been charging and publisizing.  When did this go up?  Originally they advertised $3.00 on ALL jewelry and beauty items.  I hadn't heard they were changing this policy?

This has been in effect for a while now.  No big annoucement just appeared magically.
