You can buy chargers and ornaments like that in any home store. You can buy those candles in any home or even any dollar store. Get some spray adhesive and whatever color you like. Take the candles outside, spray them with the glue and go to town with the glitter. If you're a good shopper, you can easily replicate this for 15-20 bucks.
