No you cannot use a Brillo pad on porcelain. If the tub is old, it may look dirty but the porcelain may have worn off, exposing the steel underneath.

Another vote for Barkeepers Friend and a good quality microfiber cloth. (I bought my original microfiber cloths in car dept - detailing cloth. Later bought package at Sams and they are not as good quality.)

My first apartment had an old clawfoot tub.  I scrubbed and scrubbed.  Finally decided it was as you said, the porcelain had worn away.  

That was my first thought, too.

@bowlicious  I do the same but add baking soda to form a paste and rinse after 30 mins. Also, I use the vinegar that is not for consumption but for cleaning, good stuff.

If he just moved in, he deserves a clean tub. After all, when he moves out he can't leave it dirty. So I would for sure call the landlord and let him know it needs cleaning.

I second the suggestion for Easy Off Oven cleaner with the blue top.  Used it on my BF tub that had horrendous water stains and it just glowed afterwards. Check youtube videos for how to use it.
