I could swear I've seen that somewhere recently, but can't remember where. Where did you get the picture?
I would also recommend going to ravelry.com. You do have to create an "account" but it's free. I just did a quick search in there & they have lots of patterns. I just wrote "button cowl" in the search engine. If you do go there, be sure to choose either knit or crochet if you have a preference. Lots of their patterns are free, & some must be purchased. That's where I would start. This is an item manufactured and sold in bulk, so you may not find the exact pattern. I found it sold on Very Moda and called a Knitted Shoulder Infinity Scarf. Another site called Where Boutique Shop called it a Cable Knit Button Collared Scarf and sold it in red and yellow.
It's definitely not a cable knit and I don't think it's an infinity scarf. I think it's a 1x1 rib knit in two colors with the yarn held double. It looks like they used a bulky yarn and larger needles. I think you can knit a loose 1x1 rib pattern until you get the length you like, then fold as shown and sew it together. Add some buttons and fringe and it's finished. You can experiment with needle size and how many stitches to cast on, but I think this could be made pretty easily without a pattern.
You can also check Ravelry where I found nothing exactly like this, but you can search the Patterns section for Scarf with Buttons and find some ideas. These two were the closest matches I could find:

Wow, I like that! Colors and all. That could be just enough for people in cold areas to help keep them warm. (For some, it could do as a bed jacket too, just a thought). Or at least on that line. Maybe not as much fringe and I love the fringe look.
Editing to add: Wish I knew how to do that! Those pictures are really pretty!

Thanks everyone. I have an account with Ravelry so had looked there. I'll try again. My daughter sent me the picture and wanted me to teach her how to make it. I am not very good At knitting something without a pattern I think all that fringe would drive me nuts but it does look nice in the picture. I have a hunch this was a hint for Christmas cause I can't believe she could sit still long enough to knit it. Thanks again
