It looks dreadful on Carolyn.  The ruffles automatically draw the eyes to the widest part of the body and wearing that little jacket (that looks a few sizes too small over it), only makes it look worse.

I do not understand why a ruffle would be around your hips and butt. 

I can see how this would be okay on a peron with a big bust and narrow hips.

It's a fashion clearance day.  Obviously they had a lot of that shirt so they made it the TSV and pretended like it was flattering.
