I think it has a body type attached to it - small , thin , perfect figure.

I like it and would wear it if the skirt were a bit longer.

Yes it does.  Cute outfit, but I think it would look silly on anyone over 45 or so, even if they had a perfect body.  The skirt is just too short for women of a certain age.  

 

edited to add:  Just because you can, doesn't mean you should.

From the waist up. Any age. From the waist down, I would say 30 & under. I love the outfit, though.

make the skirt a big longer and it's pretty much neutral

I've never owned or worn a skirt that short, but I agree with others that it seems to be geared toward younger rather than older women.  I would probably guess it's a look for older teens or early 20's.
