Where Do I Look to find the 'eye' on my pc or my television that is capable of viewing me?

If your laptop computer has a camera (not all do), it will be in the center of the frame around the lid. I've never seen a TV with a camera.

I believe some televisions now come (or did come) with Microsoft's Kinect system installed which uses multiple cameras to get a 3D view of the people in the room.  Your TV/computer manual should show you the location of any and all camera lenses though, so they can be easily covered up if desired.
